Anyone used TrafficSages?
Looks like a good solution, but as with many of these things Im very aware things are not always as they seem!
Has anyone used them / got an opion / used a simlar service they are happy with and can recconend?

For the price of their cheapest package, you can hire someone in the philipines with SEO experience full time for a month, and get done at least 10x as much.
To me it seems like they arm their workers with traffic geyser and UAW and have them do your stuff in 1 afternoon.
Also, people who write this in their SEO services overview:
Search Engine Submission (Manual) 
200 SE's
Should be burned at the stake imo.

How do I go about finding someone in the philipines with SEO experience? ODesk, Freelancer??
I have been burnt a few times trying to find good people to outsource to.

It's really trial and error. Finding someone reliable is extremely hard nowadays. No one wants to work. Not even if you pay them good! Ridiculous.
